Summary:

The Office of Regional Peace and Security in the Bureau of African Affairs (AF/RPS) requires a full-time Somalia-focused program analyst to assist AF/RPS personnel in the development, execution, data management, and management support of office and program tasks. AF/RPS has foreign assistance funded program responsibilities for dozens of contracts and grants awarded by the Department of State (Department) that support U.S. foreign policy goals.

Duties and Responsibilities:

Assist with strategy and implementation of Somalia PKO-funded project and program plans.

Assist in the development and implementation of Somalia PKO-funded policies and performance measurement goals.

Coordinate and disseminate Somalia PKO-funded program goals and identify partners and stakeholders.

Identify, compile and analyze key Somalia PKO-funded programs data to guide decisions

For Somalia PKO-funded projects, assist in the preparation, administration, and maintenance of comprehensive Statements of Work (SOW), Performance Work Statements (PWS), Independent Government Cost Estimates (IGCE), Work Breakdown Structures (WBS), Quality Assurance Surveillance Reports (QASP), and other required lifecycle contract and grant documents for pre-award, award, post-award, and closeout.

In collaboration with the contractual Monitoring and Evaluation (M&E) Specialists to assist the Somalia PM in their comprehensive review and assessment of programs, associated activities, and the implementers’ compliance with the contract or grant requirements. This includes assisting the Contracting Officer Representative (COR) in his/her drafting of Contractor Performance Assessment Reporting System (CPARS) submissions.

Assist, as a non-voting member, the Somalia PM in the preparation with Technical Evaluation Panels and provide technical knowledge of the SOW, where needed.

Assist the CORs or Grant Officer Representatives (GOR) with periodic assessments of the COR/GOR file and provide administrative support uploading required documents for COR/GOR review and approval.

Assist in drafting Somalia PKO-funded program overviews, progress reports (e.g., information memos), lesson-learned documents (e.g. presentations or papers), and other similar documents for AF/RPS and PM/SA consideration.

Provide information to AF/RPS and PM/SA to assist with the development of Somalia military assistance strategies to guide respective PKO-funded military assistance programming;

Assist AF/RPS in drafting and implementing standard operating procedures and/or other internal control processes to strengthen the office’s management of grants and contracts.

Assist the PMs in drafting Somalia program, contract, and/or grant-related memos, cables (e.g.., formal State messages), briefing checklists and background papers.

Provide recommendations and assistance to the PM to improve the quality, timeliness, and effectiveness of Somalia PKO-funded foreign assistance programs, to include program strategies, frameworks, implementation plans, and memorandums of understanding.

Participate in Somalia program review meetings and attend meetings that pertain to on-going programs and new requirements, as required;

Assist AF/RPS and PM/SA in coordinating efforts with the acquisition management office on contractual issues related to the Somalia PKO-funded military assistance programs;

Attend office, team, and program meetings, as required.

Travel, including to Somalia and other locations in Africa, as required.

As office needs require and Somalia work permits, support non-Somalia PKO Programs at the direction of the Government Managers.

Education and Experience:

  • Bachelor’s degree from an accredited institution or experience related to the knowledge, skills, and abilities to perform the duties
  • Five (5) years of experience as a program analyst
  • Three (3) years of experience in multi-tasking complex projects, requiring interpersonal and customer service, writing, analytic, problem-solving and computer skills

Knowledge, Skills and Abilities:

  • Requires TOP SECRET/SCI Security Clearance
  • Knowledge of industry that manufactures/provides assigned commodities and services to determine sources of supply and to analyze the effects on agency requirements of industrial developments, seasonal price trends, economic factors affecting supply, transportation costs, and availability of storage facilities
  • Knowledge of price analysis techniques to perform a variety of computations relative to item costs, packing, packaging, specification requirements, delivery charges, and transportation costs to determine the best buy for the U.S. government.
  • Strong analytical, problem solving, and computer skills.
  • Proficiency with Microsoft Office tools and specialized experience in Microsoft Excel
  • Strong multi-tasking and organizational skills, as well as attention to detail.
  • Demonstrated fluency of English speaking and writing
