Job Summary:
We need you to bring your unique perspective and experience to our team! We are currently hiring a Health Policy Analyst Senior with African American/Black cultural competency.
This position will manage policy development that leads to racial equity by redressing the leading causes of preventable illness and death using a combination of change strategies. This position will serve as the African American/Black community policy specialist on behalf of the Chronic Disease Prevention and Health Promotion unit by providing a high level of equity-based research, detailed data analysis, advocacy, development/engagement and outreach regarding public health policies, related strategies, and socio-economic issues.
Responsibilities:
- Manage work to advance the Chronic Disease Prevention and Health Promotion (PHP) unit’s communication, policy, system and environmental change strategy portfolio for chronic disease, injury and violence prevention on behalf of the Public Health Division and the Health Department.
- Research evaluates and study impacts of new or proposed public policies, proposed legislation, federal or state guidelines, taxes, services and regulations to provide and educate key stakeholders with information for effective decision/policy making and long-range organizational and community health and service delivery planning.
- Manage and present as a recognized community and professional technical resource/subject matter expert in policy analysis and development as it relates to improving the health and wellbeing of the Black/African American community.
- Serve as a policy and program consultant to health executives and community leaders; make detailed and well-documented recommendations to help develop, shape and advance policies that positively impact program guidelines, initiatives and service delivery that have significant long-term impact and improvement on County resources, Health Department priorities, and direction.
- Collaborate with community and external partners on funding resources, opportunities, grants, etc. to grow their programs and services in addition to county programs available.
- Create, establish and maintain systems to track policies, on-going legislative changes and proposals, health/human service systems and/or environmental change efforts to determine strategy effectiveness and to predict outcomes and trends of public policy initiatives and programs.
- Provide professional development, training and mentorship support for Prevention and Health Promotion (PHP) staff and community partners.
- Work in coordination to support Policy, System and Environmental (PSE) priorities for and as representation to the Board of Health.
Minimum Qualifications/Transferable Skills:
Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Equivalent to a bachelor’s degree from an accredited college or university with major coursework in public policy/political science, public health, Social Work with a focus in community development, counseling or psychology, or related field
Five (5) years’ experience in policy analysis, research, and/or program evaluation
African American Culture: Knowledge, Skills and Abilities (KSA): This position requires advanced knowledge of and/or extensive experience with the African American community. This would be demonstrated by knowledge of the traditions, values and customs of the community being served, as well as the ability to identify specific examples of experience working directly with individuals and families who identify with the African American community.
