About Precinct One:

What you will do at Precinct One:

Precinct One has an exciting opportunity for a Director of Finance and Budget. The Director will be an integral member of Precinct One’s senior management team, reporting to the Chief of Staff and the Commissioner, and responsible for the establishment and successful execution of strategic plans, goals, and objectives for the Department.

Responsibilities:

Budget development, management, and accountability, processing of accounts payable and receivable, ensuring effective and accurate financial reporting, and operating inventory control and purchasing policies and practices that make the Precinct a trustworthy steward of public resources.

The Director will also be expected to fulfil these responsibilities through the effective deployment of and reliance on the best feasible technological resources. The Director will lead all aspects of the development, implementation, and oversight of the Precinct’s annual operating budget, which requires Commissioners Court approval as part of the Harris County Budget.

The successful candidate will have extensive demonstrated experience and success in facilitating staff planning, designing, and implementation of best-in-class tools and processes to make the Precinct’s budget the most effective financial planning and management assessment tool possible. The Director will be required to meet this expectation through a highly collaborative and cooperative approach to working with the Commissioner, Chief of Staff, other directors, and department personnel across the Precinct.

Requirements:

  • Bachelor’s degree in Accounting, Finance, or a related field of study
  • Ten (10) years’ experience in a leadership position responsible for developing, monitoring, and reporting organization-wide budget(s), along with leading accounting and inventory control processes
  • Proficiency in Microsoft software applications, including Outlook, Word, Excel, and PowerPoint
  • Knowledge, Skills, and Abilities
  • Knowledge of proper and general accepted accounting principles
  • Familiarity and experience with the financial management and reporting guidelines established by the Government Finance Officers Association
  • Ability to analyze financial data and communicate results to a wide range of audiences with varying degrees of understanding
  • Ability to demonstrate the links between effective financial planning, execution, and reporting with management oversight of organization performance
  • Experience and demonstrated skill in designing and using internal controls, including the development of processes, procedures, forms, protocols, and standards
  • Knowledge of and experience with the basic principles of Zero-Based Budgeting
  • Ability to develop accurate financial forecasts and trend analyses
  • Ability to convey the facts and management implications of complex financial data in a way readily intelligible to the director colleagues and their staffs
  • Fluency in the use of advanced technological tools to develop cost-effective financial policies, accounting procedures, data collection, reporting, analysis, forecasting, and controls
