Alutiiq Information Management, LLC (AIM) Regional Peace and Security seeks a Monitoring and Evaluation (M&E) Specialist to join its M&E team, which supports the Department of State’s Bureau of African Affairs, Office of Regional Peace and Security (AF/RPS). Under this task order, the M&E team is embedded at the client site (the Department of State) and is responsible for improving program design, performance monitoring, and evaluations for the foreign assistance programming that the Bureau of African Affairs, Office of Regional Peace and Security manages. AF/RPS manages a range of different foreign assistance programs, covering issues such as security sector reform and governance, counter terrorism, countering violent extremism, professional military education, maritime security, and counter-wildlife trafficking.
Position:
AIM seeks an M&E Specialist to join its M&E team under this Task Order. The M&E Specialist will support all work that the M&E team provides to AF/RPS under its Statement of Work (SOW), to include program design, performance monitoring, and evaluation. The M&E Specialist will report directly to the M&E Team Lead under this Task Order.
Responsibilities:
The Monitoring and Evaluation Specialist will be responsible for the following:
- Conducting performance monitoring of projects and programs to provide routine feedback on foreign assistance programming
- Contributing to and author evaluations requested by the client on select projects, programs, or thematic issues to improve programs and to inform policy
- Contributing to efforts to improve program design for projects and programs
- Participating in field visits to collect data for both monitoring and evaluation purposes
- Identifying lessons learned to improve programming
- Working effectively and collaborating with fellow M&E team members to deliver high-quality work
Requirements:
- A Bachelor’s degree in International Affairs, History, Political Science, or social science discipline
- At least three (3) years of experience in the international affairs field and/or in monitoring and evaluation and/or qualitative research
- Experience conducting monitoring and evaluation of foreign assistance programs
- Team player and ability to work well collaboratively
- Master’s Degree
- Active Secret Security Clearance through DoDCAF (Preferred, but not required-open to candidates without active security clearances eligible to hold a Secret Security Clearance)
- Experience with foreign assistance, and ideally, with security assistance in particular
- Experience working on Africa issues
- Experience conducting fieldwork/travel in Africa
- Relevant language experience (e.g. French, Arabic, Swahili, Portuguese, Somali, etc.)
